It does not. Across the 44 sets where we hold a tracked price for both the ETB and the exact 36-pack booster box, the median ETB costs 0.39 times the box, but the range runs from 0.21x to 1.53x. The fraction is not about the packs inside. It is about the box itself.

Read the table from the bottom up and it tells a clean story. On sets whose booster boxes appreciated hardest, the ETB got left behind: Evolving Skies has a $2,458.52 box and a $509.27 trainer box, a 0.21x fraction, because the box is the instrument collectors actually hoard. Current sets cluster around the middle: Journey Together sits at 0.58x, which is roughly what a shelf full of both looks like at retail equilibrium. Then the top of the table inverts the logic entirely.

The Steam Siege Elite Trainer Box is recorded at $1,800.00 while the Steam Siege booster box sits at $1,177.49. The trainer box costs 1.53 times the thing that holds four times its packs. Roaring Skies shows the same inversion at 1.12x, with its ETB at $4,899.99 against a $4,384.73 box, and Celestial Storm is close behind at 0.84x. These are XY and Sun & Moon era sets whose ETBs were printed in far smaller numbers than their boxes and mostly got opened for the sleeves. A decade later the survivors are scarcer than the boxes they were meant to accompany, and the market prices the scarcity, not the pack count. An ETB is not a discount box of packs. It is its own product with its own float.

The packs inside a Pokemon Center exclusive are the same packs. The dice are the same dice. The difference is a stamp on the cardboard and a smaller print run, and across the 34 sets where we track both versions, the stamped one carries a median 1.71x markup. At the top, the Destined Rivals Pokemon Center ETB records $474.84 against $119.00 for the regular version, a 3.99x gap on identical contents. The widest gap we track anywhere is 4.07x, on the Delta Reign Pokemon Center ETB against its regular sibling. On Evolving Skies the stamped Eeveelution box runs $1,060.30 against $509.27, so even on a set where the plain ETB already detached from retail, the stamp doubles it again.
